Airtel et MTN perdent des milliards pour mauvaise qualité des réseaux
Les deux géants de la téléphonie mobile au Congo se sont vu infliger des sanctions suite à la mauvaise qualité de leur réseau. Conséquence : leurs licences d’exploitation 2G et 3G ont été réduites d’une année. Une décision qui, en chiffre, représente 120 milliards FCFA de perte pour Airtel et 100 milliards FCFA pour MTN.
Des plaintes des clients ont conduit l’Agence de régulation des postes et de communications électroniques (ARPCE) à mener une enquête au mois de juillet. A partir des équipements spécifiques acquis récemment, l’enquête a révélé que les trois sociétés de téléphonie mobile, opérationnelles au Congo, connaissent un problème d’audition lors des appels vocaux. L’enquête a précisé que ces appels défectueux ou invalides sont facturés.
Face à la sanction, les deux opérateurs sont dans l’obligation de renouveler leur licence de 15 ans une année avant la date d’expiration. Pour le compte d’Airtel, sa licence 2G prendra fin le 15 décembre 2027 au lieu du 15 décembre 2028 et celle de la 3G prendra fin le 24 février 2027 au lieu du 24 février 2028. Concernant MTN, sa licence 2G prendra fin le 13 octobre 2028 au lieu du 13 octobre 2029 et celle de la 3G prendra fin le 16 janvier 2028 au lieu du 16 janvier 2029. « C’est une sanction exemplaire. Les opérateurs devront comprendre que la prochaine étape, en cas de non amélioration, serait le retrait de la licence », soulignait l’ex-ministre des Postes et télécommunications, Thierry Moungalla.
La perte d’une année de licence de la part de MTN et AIRTEL a un coup sur l’économie de l’entreprise car les géants de la communication perdent des centaines de millions de leur chiffre d’affaire. Cette perte représente un « trou » pour ces sociétés invitées à améliorer le réseau.
Avec ces travaux d’amélioration qui nécessitent d’énormes investissements, une question se pose : comment ces sociétés vont-t-elles s’y prendre alors que leur chiffre d’affaire est revu à la baisse ?
Les pénalités octroyées par l’ARPCE à l’endroit de MTN et Airtel ne sont pas les premières. En 2014, ces sociétés avaient été interpelées par le régulateur pour la même cause. Dans leur défense, Airtel et MTN justifiaient la mauvaise qualité du réseau par la transition de la 2G à la 3G. La situation ayant perduré, elles ont dû, chacune, payer 1% de leur chiffre d’affaires en guise d’amende.
De son côté, Equateur Télécom Congo, exploitant sur la marque Azur, a bénéficié d’une circonstance atténuante de six mois pour se conformer aux dispositions réglementaires.
