Le difficile décollage de la vannerie au Congo
« Pas de cohésion, pas de financement », répète-t-on de ce côté-ci. Avec plus de 80 associations d’artisanat, la vannerie congolaise n’a pas beaucoup décollé, alors qu’elle jouit d’une réputation considérable. Les vanniers ne peuvent pas accéder à des financements pour développer leurs affaires.
À Brazzaville, les vanniers se sont regroupés à des endroits différents. Dans un atelier comme celui de Bifouiti dans le 1er Arrondissement Makélékélé, l’enthousiasme collectif ferait croire à une organisation. Rien de cela ! Chacun exerce dans son coin, un atelier divisé comme le souligne Ouamba Norbert. « Nous travaillons tous au même endroit, mais chacun gère sa marchandise. J’ai appris ce métier ici même jusqu’à maintenant je continue de travailler au même endroit. Ce qui me permet de bien nourrir ma famille », déclare-t-il.
L’Agence nationale de l’artisanat (ANA) veut une collaboration des vanniers. Leur épanouissement en dépend. Surtout s’ils veulent accéder à des subventions ou aux crédits bancaires. « Nous réclamons toujours cette manière de travailler. Il serait mieux si toutes les associations d’artisanat travaillaient en étroite collaboration comme font les vanniers du Mali qui ont pu se déplacer au Congo pour une exposition de leur art. Mais ici, les vanniers sont chacun dans son coin et ne veulent pas payer les cotisations dans leurs associations respectives », nous a fait savoir Kono Richard, directeur départemental à l’ANA.
Quels défis pour l’ANA ?
L’ANA sert d’intermédiaire entre les différents ateliers de vannerie et le ministère des Petites moyennes entreprises et de l’artisanat. Elle gère aussi le secteur de vannerie et s’occupe de la réglementation. Sa vision pour l’année 2015-2016 est de continuer à promouvoir l’artisanat dans toutes sa variété, accompagner et écouter les difficultés des artisans afin d’apporter une aide. Grâce au fonds d’intervention pour la promotion de l’artisanat (FIPA), l’ANA prend en charge des jeunes voulant s’initier à l’artisanat.
« La plupart des vanniers qui recevaient ces fonds étaient incapables de les rembourser. C’est pourquoi l’ANA a trouvé mieux de verrouiller et de ne servir que les vanniers en règle », a laissé entendre Kono Richard. Avant d’ajouter : «nous avons commencé à travailler en partenariat avec NSIA afin de permettre aux artisans d’être assurés d’ici avant la fin de l’année ».
Cette assurance auprès de NSIA est une manière pour l’ANA de donner une garantie de retraite aux artisans. « Les vanniers qui seront assurés sont ceux qui sont enregistrés à l’ANA. En effet, un vannier qui se fait enregistrer obtient une autorisation en payant 12.000 FCFA et a droit à une carte d’artisan. La carte permet d’être reconnue officiellement par l’agence et partout même à l’étranger», a fait savoir le directeur départemental à l’ANA.
La vannerie nourrit-elle son homme ?
En effet, avec 100 mille FCFA, il est possible d’avoir une formation en vannerie dans un atelier de vannier. Un vannier après sa formation peut avec un capital de 20 mille FCFA commencer son atelier.
Les produits sont souvent disponibles au marché Yoro à Mpila, au marché Ouenzé mais également à Tilampo au Nord de Brazzaville. Un salon en liane qui prend une semaine de fabrication est vendu à plus de 100.000 FCFA. Les paniers par contre n’exigent qu’une heure et le prix oscillent entre 1500 et 5000 FCFA là où la table simple, tissée en trois heures, est vendue à 5000 FCFA.
Par mois un vannier peut dépenser 50.000 FCFA pour l’achat du rotin et du bois.
La menace vient avec la liane synthétique
La vannerie survit, même si elle est confrontée aujourd’hui par l’arrivée des produits réalisés à base de la liane synthétique. « Le modernisme n’a fait qu’améliorer la réputation de nos marchandise, car aujourd’hui les gens achètent de plus en plus les salons aussi bien en liane naturelle qu’en liane synthétique. Les femmes également restent attachées à leur « zémbilamba ». D’où notre fierté et notre courage de continuer notre métier sans inquiétude », déclare Georges Nkewa, un vannier des ateliers de Bifouiti à Makélékélé.
Optimisme partagé par la plupart, mais qui s’avère le contraire sur le terrain, de plus en plus. Exposé parfois à des attaques de bactéries quand elle n’est pas traitée, la liane naturelle subit un revers depuis que les produits asiatiques ont inondé les magasins. Quoique vendu plus cher, à partir de 400.000 FCFA, le salon par exemple, contre 200.000 le salon local, ces produits plus souples tendent à supplanter la vannerie traditionnelle confrontée à l’absence de visibilité et de développement. L’ANA qui prêche pour que le secteur s’harmonise devrait trouver d’autres stratégies pour faire consommer autrement les produits de la vannerie congolaise. Et sauver la profession, évidemment !
