Loïc Makosso : réconcilier les banques et les entreprises
Les entreprises se plaignent souvent de ne pas avoir accès à des financements et les banques, en retour, déplorent l’absence de projets bancables. En fondant Aries Investissements, Loïc Makosso n’a qu’un rêve : réconcilier les deux univers pour favoriser le développement.
C’est un métier qu’il connait comme sa poche. À 36 ans, Loic Makosso aura déjà roulé sa bosse auprès d’institutions financières internationales et fonds d’investissement. Ici et là, il saisi les véritables enjeux du binôme « banque et financement » au point désormais de proposer, pour le secteur congolais, une expertise dans les domaines de l’intelligence économique, de la conception et le montage de projets ainsi que la mobilisation de financements.
100 milliards de projets d’investissement instruits !
Rentré au Congo en 2006, après des études en droit des affaires sanctionné par un master 2 obtenu à l’université de Lille 2, en France, Loic Makosso intègre vite la division juridique du Groupe Société Nationale des Pétroles du Congo (SNPC). En 2009, il rejoint la Banque de Développement des États de l’Afrique Centrale (BDEAC) en qualité de juriste en financement de projets. Il participe à l’instruction de plusieurs projets d’investissement.
« J’ai instruit près de 100 milliards de projets d’investissement dans des secteurs variés, industrie, infrastructures, services financiers, immobilier, pétrole et mines », souligne-t-il, dans son bureau, a l’immeuble de l’ARC, au centre-ville de Brazzaville.
Mais avant de poursuivre, Loic rappelle un détail important : le début de sa carrière, à Paris, en 2003, au sein de de la société Asset Allocation Advisors (AAA) devenue Neuflize OBC Investissements, société de gestion d’actifs, filiale à 100% de la Banque Neuflize OBC. « C’est une société de gestion de fonds d’investissement, et c’est à partir de ce passage que j’ai eu l’idée de monter Aries Investissements », rappelle –t-il. Mais l’expérience acquise au Congo dans différentes structures lui a permis de préciser son projet professionnel. À la BDÉAC, Loïc a vu beaucoup de projets être soumis pour financement. « C’est à partir de ce moment que je me suis aperçu qu’il y’avait ce besoin d’accompagnement des entreprises pour les aider à monter les dossiers de financement bancable, c’est-à-dire, des dossiers qui obéissent aux règles d’intervention des banques et des autres partenaires financiers et économiques sollicités ».
Banques et entreprises en chiens de faïence
Aries Investissements a vu le jour en 2011 alors que Loïc Makosso était encore à la BDÉAC. Il accomplissait les deux activités en parallèle. « Je dépensais beaucoup d’énergie », souffle-t-il. En 2013, les premiers collaborateurs rejoignent l’équipe. Depuis janvier 2015, l’équipe de cinq personnes travaille à temps plein. « C’est la conviction de vouloir aider ces entrepreneurs qui souhaitent se développer mais qui étaient déjà désarmé face au banques. Il faut le reconnaitre que c’est deux mondes qui ne se comprennent pas facilement car les banques ont leur logique et les entrepreneurs ont la leur ».
Chez Aries Inverstissement, chaque client vient avec une situation précise. Des entrepreneurs qui ont une certaine expérience derrière eux et qui sont confrontés aux défis de la croissance et ceux qui débutent et qui voudraient bénéficier des conseils puis comment structurer leur activité.
«Nous conseillons l’entrepreneur sur toute la ligne et le fait de recevoir un projet porté par Aries investissement est un gage de confiance », explique Loïc Makosso. Mais derrière ce gage, la société s’est fixé des principes professionnels : n’accompagner que des projets créateurs de valeurs. « Une personne qui vient me voir pour acheter des bus, cela ne nous intéresse pas, par contre celui qui vient me voir pour les projets dans le secteur de l’industrie et du secteur de l’énergie renouvelable, c’est intéressant car ses projets répondent aux besoins de la communauté », précise-t-il.
Le financier est clair sur un point souvent sujet à confusion quand il dit : « Nous ne finançons pas les projets mais nous les accompagnons ». La précision vaut le coup, car beaucoup ont comparé Aries Investissement à une banque de financement. Ici, le projet est plutôt restructuré pour qu’il ait plus de chance de séduire une banque. « Nous connaissons comment fonctionnent les banques et nous préparons un dossier de financement qui les rassure ».
« Ce n’est pas parce qu’une banque est en situation de surliquidité qu’elle va tout financer »
Devant les difficultés de financement, plusieurs entreprises ont fustigé l’attitude réfractaire des banques en situation de surliquidité, souligne-t-on souvent. « Quel que soit l’argent dont elle dispose, si un projet n’apporte pas de garanties nécessaires, rien ne peut être fait par une banque».
Loïc explique que le crédit de financement est un projet qui se prépare en réunissant, à la base, à certain nombre de prérequis. « Nous allons regarder trois choses : la facilité d’emprunter, la capacité d’exécuter le projet et la capacité de rembourser ».
En clair, la capacité d’emprunter est l’appréciation que se fait la banque par rapport à la société et de sa gouvernance. La capacité d’exécuter fait appel à une analyse profonde sur l’expertise des équipes en interne, capable de suivre le projet. Enfin, la capacité de rembourser se résume aux dispositions de l’entreprise de rétrocéder le prêt tout en se posant la question de savoir si cette dernière est capable de générer beaucoup de flux pour couvrir la dette.
« L’idée d’être un intermédiaire permettra aux banques et aux entreprises de se réconcilier, d’expliquer aux entreprises quelles sont les attentes des banques et lorsqu’il s’agit de discuter avec les banques, il s’agira d’expliquer les difficultés auxquelles sont confrontées les entreprises », résume-t-il.
Un fonds d’investissement pour suppléer les banques
Avec une équipe d’experts, Loïc Makosso s’apprête à lancer un fonds d’investissement, « Emerging Congo Fund » (ECF), doté d’un capital de 35.000.000 euros au démarrage. Ce fonds qui débutera probablement ses activités courant le premier semestre de 2016, cible le segment des PMI/PME en développement et à fort potentiel de croissance en République du Congo et dans la zone Cémac. EFC se propose d’intervenir sous forme de prises de participations minoritaires dans les PME œuvrant dans divers secteurs en croissance comme ceux de l’agroalimentaire, des technologies de l’information et des télécoms ainsi que de la distribution et des services financiers.
ECF va mettre l’accent sur des projets portés par de jeunes entrepreneurs. Le fonds ambitionne également de participer à la promotion de la diversification de l’économie telle qu’inscrite dans le Plan national de développement, sous le prisme d’accélératrice de croissance, de créatrice d’emplois et de réduction de la pauvreté.
« C’est une autre manière de financer les entreprises parce qu’aujourd’hui les entreprises congolaises, on le sait, lorsqu’elles souhaitent mobiliser les financements, elles s’adressent principalement aux banques. Or, tous les projets ne sont pas forcément éligibles à des financements bancaires », souligne Loïc Makosso.
Avec EFC, il s’agira également du financement des startups souvent oubliés par les banques classiques qui ne souhaitent pas prendre des risques en raison de leurs business model. « Ça ne sera pas seulement un accompagnement financier, mais également technique et managérial. Dans certains cas, nous pouvons même imposer un directeur financier dans l’entreprise pour gérer les fonds », conclut l’associé-gérant d’Aries Investissement qui va gérer le fonds.
